Buying a Condo in Winter Haven
Low prices, mostly low-rise buildings, and a lot of paperwork worth reading
Buying a condo in Winter Haven costs far less than buying a house: Zillow's condo index sits at $131,881, less than half the single-family figure of $277,005. That index is also down 7.1% in a year, so buyers have room to negotiate, but the association's finances matter more than the unit when you choose.

Winter Haven condo prices and what the drop means
Condo values fell 7.1% over the past year, compared with a 2.4% dip for single-family homes. Across Florida, condo prices have been under pressure since the post-Surfside laws pushed associations to fund reserves and complete inspections, and older buildings with large repair bills have felt it most.
For a buyer, a falling index cuts both ways. You can buy for less and negotiate harder. But you need to know why a particular unit is cheap. A low price in a well-funded association is a good deal; a low price because a large special assessment is coming is not.
For size context, Zillow puts a typical 1-bedroom in Winter Haven at $100,015 and a 2-bedroom at $173,487, figures that cover all home types, not only condos.

What Winter Haven's condo stock looks like
Only 11.9% of Winter Haven homes are in buildings with 10 or more units, according to Census data, and the city's median build year is 1990. Most condos here are low-rise: garden-style buildings, villas and attached homes, some in golf or lake communities and some aimed at retirees. Tall towers are not part of this market.
That matters for the law. Florida's milestone inspection and Structural Integrity Reserve Study rules apply to condo buildings three or more habitable stories tall. A one- or two-story villa building may fall outside them, but the association still has to budget for the roof, paint, paving and other common elements. Ask which rules apply to the building you're looking at.

Fees, reserves and special assessments
The monthly condo fee is the number to study. Ask what it covers: building insurance, exterior maintenance, roof, water, trash, cable, grounds, amenities. Then ask how it has changed. Fees in many Florida associations have risen sharply since 2022 because of insurance costs and reserve requirements.
- Current budget and reserve schedule. Are reserves funded for the roof, painting and paving, and how close is the roof to replacement?
- SIRS and milestone status, if the building is three stories or more. For budgets adopted from Dec 31, 2024, owners can no longer vote to waive or reduce the required structural reserves.
- Special assessments. Any approved or proposed? Who pays them, the seller or you? Write the answer into the contract.
- Minutes from the last year of board meetings. They often show upcoming projects before they show in the budget.
Building insurance and your own policy
The association insures the building structure, usually under a master policy. You insure your interior, belongings, liability and loss assessment with an HO-6 policy. Ask the association for the master policy's coverage and its hurricane deductible, since a large deductible can come back to owners as a special assessment after a storm. A loss assessment rider on your HO-6 helps with that risk.
Check the FEMA flood zone, especially for lakefront communities. If the building is in an A zone, ask whether the association carries flood coverage.
Financing: warrantable vs non-warrantable
Lenders review the condo association as well as the unit. A warrantable condo meets Fannie Mae or Freddie Mac standards, which makes a conventional loan with a normal down payment possible. A building can fail those standards because of low reserves, a single owner holding many units, pending litigation, deferred maintenance or a high share of delinquent owners.
Non-warrantable condos can still be financed through portfolio lenders, usually with a larger down payment and a higher rate, or bought with cash. Ask your lender to review the condo questionnaire early, before inspection costs pile up. In a market where condo values are falling, a non-warrantable building also has fewer potential buyers when you resell.
FHA and VA loans add another layer: the whole condo project has to be approved by the agency, or in some cases a single unit can be approved. Many older Florida associations have let those approvals lapse, so check the status before counting on one of those loans.
Your 7-day review and the documents to read
For resale condos in Florida, the buyer can cancel within 7 days (not counting weekends and legal holidays) after receiving the association documents, under rules in place since July 1, 2025. Use those days. Read the declaration, bylaws, rules, budget, financial statements, the latest inspection reports if any, and the question-and-answer sheet.
Pay close attention to rules that affect your life there: pet limits, vehicle and boat parking, age restrictions in 55+ buildings, guest rules and any approval process for buyers. These also affect who can buy from you later.
Is a Winter Haven condo a good buy?
For a buyer who wants low maintenance at a low entry price, it can be, especially a retiree, a second-home buyer or a first-time buyer. Compare it with the alternatives too: the city's lower third of homes trades around $189,861, and a small single-family house or villa with no association can sometimes cost about the same per month once condo fees are added. Winter Haven's condos are also cheaper than Lakeland's, where the condo index is about $169,804 on Zillow's data.
