USDA Loan Florida

Zero-down financing outside the big metros, and its fine print

A USDA loan lets Florida buyers purchase with no down payment if the home sits in a USDA-eligible area and the household income is under the program limit for that county. In Marion County, where Zillow's home value index puts the typical home at $267,911, that means financing the whole price, with an upfront guarantee fee of 1% (about $2,679) and an annual fee of 0.35% of the balance as of 2025.

Two USDA programs, two very different buyers

"USDA loan" usually means one of two programs from USDA Rural Development:

Both require the home to be your primary residence. Second homes, vacation homes and investment property do not qualify.

USDA eligible areas in Florida

Eligibility is by address, not by county. USDA publishes a property eligibility map, and you or your lender can type in an exact address to see whether it qualifies. Run the check before you schedule a showing, and save a screenshot with the date, because your lender will run it again during underwriting. Generally, eligible areas are rural or small towns, and the program's rural definition covers places with populations under 35,000, though the details are set by USDA.

In Florida that includes large parts of the Panhandle, North Central Florida, the interior of the peninsula, and many areas on the outer edges of metro regions. City cores and dense suburbs are usually ineligible. Two practical points:

The lower-cost counties in Zillow's index are where USDA buyers often end up: Calhoun at $166,734, Jackson at $179,815, Holmes at $181,325, Putnam at $216,313, Highlands at $231,284 and Columbia at $267,659 typical value, all far below the statewide $375,361.

USDA home loan requirements for buyers

Ask a lender who closes USDA loans regularly to run your income against the limit early, before you look at houses. Bring pay stubs, two years of tax returns and income details for every adult who will live in the home. Child support, part-time jobs and a spouse's income all count toward the household figure even when only one person signs the loan. The household income rule catches people out more than credit does.

What it costs: a worked example

Take a home at Marion County's typical value of $267,911, financed 100% with a guaranteed USDA loan:

USDA fees can change each fiscal year, so confirm the current percentages with your lender. Compared with an FHA loan, the USDA annual fee has generally been lower, and there is no down payment. Compared with a conventional loan with 20% down, you pay the guarantee fee but keep your savings in the bank.

Property rules that trip up Florida deals

The home has to meet USDA's property standards, checked through the appraisal. In Florida, the issues I watch for:

Making a USDA offer competitive

Sellers sometimes worry that USDA loans take longer or fall apart on appraisal. A strong offer answers that up front:

Statewide, Zillow's index shows values down 0.9% over the past year and up 18.6% over five years, and the single-family typical value is $396,809. A flatter market gives USDA buyers more room to negotiate than they had a few years ago. If you send me your target area and household size through the shortlist form, I can start with listings that are inside eligible areas so you are not falling for houses the loan cannot finance.

Questions buyers ask

What are the USDA loan income limits in Florida?

For the guaranteed program, household income must be at or below 115% of the area median income for the county, adjusted for household size. The exact dollar figure varies by county and is updated periodically, so check USDA's eligibility tool or ask a USDA lender.

How do I find USDA eligible areas in Florida?

Use USDA's property eligibility map and enter the specific address. Eligibility is by location, and neighborhoods a few miles apart can differ.

Can I use a USDA loan for a second home in Florida?

No. USDA loans are only for a primary residence you will live in.

Is there a down payment on a USDA loan?

No down payment is required. You still pay closing costs, though sellers can contribute toward them, and the 1% guarantee fee can usually be financed.

Do USDA loans have mortgage insurance?

Not as private mortgage insurance, but there is an annual guarantee fee, 0.35% of the balance as of 2025, paid monthly with your mortgage payment, plus a 1% upfront fee.
