Moving to Panama City Beach, FL

Becoming a full-time resident in a town built for visitors

Panama City Beach can be a good place to live year-round, but you will be in the minority: Census data shows 52.7% of homes are seasonal, and the typical home costs $415,439 on Zillow's home value index. Full-time buyers here are choosing a resort town's rhythms, prices and traffic along with the beach, and it helps to know that going in.

Who actually lives here year-round

The city has about 18,971 residents, a median age of 45.4 and 17.8% aged 65 or older. That is older than the rest of Bay County: Panama City's median age is 39.5 and Callaway's 35.2. The full-time population is a mix of retirees, people who work in tourism and hospitality, military and civilian staff at Naval Support Activity Panama City, and remote workers.

The seasonal share changes daily life. Many condo buildings and some streets are quiet for weeks at a time, then full. Neighbors come and go. Some full-time owners like that; others find it hard to build the routine they had in a year-round town. If community matters to you, look at buildings and subdivisions where owners live full time.

A condo town more than a house town

Census figures show 59.6% of homes are in buildings with ten or more units and only 25.0% are single-family detached. Mobile homes are 1.4%. The median home was built in 2001, newer than in Panama City (1976) or Lynn Haven (1998).

For someone moving here, that means the default home is a condo, often in a Gulf-front or near-Gulf tower along Front Beach Road. Single-family homes are mostly set back from the beach in subdivisions north of the beach road or around the lakes and the bay side. Zillow's typical values reflect it: condos at $393,328 and single-family homes at $437,041.

Prices and how they have moved

By bedrooms, Zillow shows $292,808 for a one-bedroom, $409,281 for a two-bedroom, $470,167 for a three-bedroom, $603,940 for a four-bedroom and $954,806 for five or more. The lower third of the market sits around $280,675 and the upper third starts near $642,663.

The trend is the part newcomers often miss. Values are up 9.5% over five years, well behind Panama City's 23.2% and Callaway's 19.2%. Over the past year the overall index slipped 0.7%, with condos down 1.8% and single-family homes up 0.5%. Condos have been the weak spot, which fits what is happening across Florida as associations raise fees for reserves and insurance. For a full-time buyer that can mean more negotiating room on a condo, as long as you understand the building's finances.

Getting around and the summer season

Front Beach Road runs along the Gulf, and Panama City Beach Parkway (Back Beach Road, US 98) runs parallel inland. Pier Park is the main shopping and entertainment area, and St. Andrews State Park sits at the eastern end near the pass. The Hathaway Bridge connects to Panama City, where the main hospital and county offices are. Northwest Florida Beaches International Airport is a short drive north of the beach.

Plan for seasons. From spring break through summer, and on holiday weekends, traffic on both beach roads gets heavy and errands take longer. Locals learn the back routes and the hours to avoid. Bay County is also on Central Time, an hour behind most of Florida.

Insurance, storms and condo rules for full-timers

Living on a barrier coastline means storm planning is part of owning a home. Know your evacuation zone, have a plan for leaving, and check the FEMA flood zone of any address; Gulf-front buildings are often in V zones, where flood rules and premiums are strictest. For a house, ask for the elevation certificate and wind mitigation report.

Condo owners depend on the building. Ask for the master insurance policy and its hurricane deductible, the most recent milestone inspection if the building has three or more stories, the Structural Integrity Reserve Study, and any special assessments. As a resale buyer you have seven days after receiving the association documents to cancel, excluding weekends and holidays.

Full-time residents also notice condo rules more than part-time owners do: pet limits, parking for a second car, storage for bikes and beach gear, and restrictions on renovations.

Taxes when you are the full-time minority

Because most homes here are second homes, most owners pay property tax with no homestead exemption. As a permanent resident you can file for homestead and take up to $51,411 off assessed value in 2026, then keep future increases capped at 3% or CPI. On a $393,328 condo that leaves an assessed value of about $341,917. Non-homestead owners have a 10% cap on non-school levies and no exemption. Florida has no state income tax.

Many newcomers first owned here as a second home and later move full time. If that is your situation, know two rules. Homestead depends on the home being your permanent residence as of January 1 of the tax year. And in the first homestead year the property is assessed at market value, with the 3% cap applying from then on, so the switch can bring one higher assessment before the cap starts helping. This isn't legal or tax advice; the Bay County Property Appraiser can confirm the timing for your case.

Pros, cons and who it suits

Pros: the beach and state park at your door, newer housing than elsewhere in the county, an airport close by, and plenty of condo choice. Cons: higher prices than the bay side, weaker recent price growth, summer traffic, a large share of empty or part-time homes, and the cost of insuring coastal property.

It suits buyers who want to live at the beach and accept a resort town's seasons. Buyers who mainly want a newer, larger house for the money often do better in Lynn Haven ($321,626) or Panama City ($282,475) and drive over for the beach. Tell me which way you lean and I will set up a shortlist on both sides of the bridge.
