Navarre is a community, not a city
Navarre is unincorporated. There is no city government, no city property tax line and no mayor; Santa Rosa County handles zoning, permits and roads. That keeps one layer of tax off the bill, and it also means services and planning decisions come from the county commission.
The town stretches along US-98 on the north shore of Santa Rosa Sound, between Gulf Breeze to the west and Fort Walton Beach to the east. Navarre Beach sits across the sound on Santa Rosa Island, reached by the Navarre Beach bridge, with the Navarre Beach Fishing Pier reaching out into the Gulf. Sections of Gulf Islands National Seashore lie on either side of the beach, which is why that strip has stayed small.
Census counts about 39,838 people in the Navarre area, and Zillow's Navarre numbers cover the mainland and the beach together.
What housing costs and how it has moved
According to Zillow's home value index, Navarre values rose 1.8% in the past year and 17.6% over five years, from roughly $354,800 to today's $417,285. The lower third of the market tops out near $322,595 and the upper third starts around $618,625.
The bedroom numbers look odd at first. A 2-bedroom averages about $449,366, more than a 3-bedroom at $359,208. That happens because most 2-bedroom homes in Navarre are beach condos, while 3-bedroom homes are mostly mainland houses. The condo index itself is about $648,436 and rose 4.9% last year, well above the single-family figure of $409,193. If you are moving for the house, the price that matters is the 3- and 4-bedroom number ($359,208 and $475,083), not the overall average.

Who lives in Navarre
The median age is 38.8 and only 13.6% of residents are 65 or older, a younger profile than most Florida coastal towns. Seasonal homes are 3.0% of housing, so this is mostly a year-round population. Census also shows 81.4% single-family detached homes, 8.0% mobile homes and just 5.2% of units in buildings with ten or more units.
A big driver of that profile is the military. Eglin Air Force Base and Hurlburt Field are to the east, and Naval Air Station Pensacola and Whiting Field are within driving distance to the west and north. Military moves bring steady turnover, which shows up as a regular supply of resale houses and buyers who need to close on a set date. If you are selling later, that same pool is part of your buyer base.
Getting around and daily life
US-98 is the main road and it carries most local and through traffic, so expect congestion at rush hour and on summer weekends. Reaching I-10 means driving north through the county. Two airports are in range: Pensacola International to the west and Destin-Fort Walton Beach to the east. Larger shopping, hospitals and specialists are mostly in Pensacola, Gulf Breeze and Fort Walton Beach.
Daily life is quieter than in Destin or Pensacola Beach. People move here for the sound, the beach and the space, and they accept a drive for most errands beyond the grocery store.
Pros and cons before you commit
- Pro: newer housing stock than most of the Panhandle, with a median build year of 2003.
- Pro: a small, uncrowded beach and Santa Rosa Sound on your doorstep.
- Pro: no city tax layer, since Navarre is unincorporated.
- Con: prices well above Milton, Pace and Jay for similar square footage.
- Con: US-98 traffic and limited alternate routes.
- Con: coastal storm exposure; insurance and flood coverage are real line items.
- Con: fewer services in town, so many errands mean a drive to Gulf Breeze or Fort Walton Beach.
What people moving to Navarre misjudge
Three things come up again and again. First, buyers compare Navarre listings with the overall $417,285 figure and think a mainland 3-bedroom is a bargain, when it is simply priced like a mainland 3-bedroom. Second, they treat beach condos and mainland houses as one market, when the two move differently: condos gained 4.9% last year while houses gained 1.8%. Third, they assume a 2010s house near the sound needs no flood policy because it is newer. Build year helps with wind; it does not change ground elevation. Sorting these out before the first showing saves weeks.
Storms, insurance and taxes for new arrivals
Navarre sits on a barrier-island coast, and the low land near the sound and the beach carries storm surge risk. For any Navarre address, pull the FEMA flood map, ask for an elevation certificate if the seller has one, and get both a homeowners and a flood quote before your inspection period ends. Lenders require flood insurance in A and V zones; buyers outside them often carry it anyway. Wind mitigation features on a 2003-or-newer house usually earn real premium discounts, so ask for the report.
On the beach side, ask early how the land is held. Navarre Beach property has a history of county leases, and the title and tax treatment can differ from the mainland.
Florida has no state income tax. With homestead, a permanent resident can take up to $51,411 off assessed value in 2026, and Save Our Homes limits later increases to 3% or CPI. The previous owner's capped assessment does not transfer, so estimate taxes on your purchase price. If you know your budget and whether you want the sound, the beach or a mainland subdivision, a shortlist is the obvious next step.
