New Construction Homes in Zephyrhills
How to compare a builder's price with a 1990 resale house
New construction in Zephyrhills competes with a resale market where Zillow's index puts the typical single-family house at $307,841 and the median home was built in 1990. A new house usually costs more up front, so the useful question is how much of that premium you get back in lower insurance, fewer repairs and builder incentives, and how much a CDD adds back on.

Where new homes are going up
Most new building around Zephyrhills is on the city's edges and in the unincorporated land between Zephyrhills and Wesley Chapel, where large master-planned communities have opened. Lennar, for example, lists Zephyrhills-area communities such as Two Rivers and The Townes at Crystal Brook on its site this fall, with both detached homes and townhomes. Other national and regional builders are active in east Pasco as well; check each builder's current list, since phases sell out and new ones open.
The pull is price. Wesley Chapel's typical value is $398,488 and Land O' Lakes is $415,364, so buyers who want a new house in Pasco often drift east to Zephyrhills to keep the payment down.

New versus resale: what the numbers say
On Zillow's index, a resale three-bedroom in Zephyrhills runs about $295,069 and a four-bedroom about $363,351. The top third of the whole market starts around $394,562. Resale prices fell 2.1% for houses over the past year while still sitting 16.7% above five years ago for all homes.
When builders are trying to move inventory in a soft resale market, they usually compete with incentives rather than lower list prices. That is why you should compare the net cost: list price, minus incentives, plus lot premium and options, plus the CDD over the years you expect to own.
A resale house also comes with things a new build often does not: blinds, a finished yard, mature trees, sometimes a screened lanai. Price those out before you decide a new house is cheaper.

Base price, options and lot premiums
The advertised base price covers the base plan on a standard lot with the standard finishes. Upgraded flooring, kitchen packages, extended lanais, pond or preserve lots and corner lots are all added on. It is common for a buyer to walk out of the design center well above the base price.
- Ask for a written list of standard features before visiting the design center.
- Ask which upgrades affect appraised value and which do not.
- Get the lot premium in writing, along with what is behind the lot and whether that land can be built on later.
Incentives come with a preferred lender
Builder incentives in this market usually take the form of closing cost credits or a rate buydown, and they are almost always tied to the builder's affiliated lender and title company. You can use any lender you want, but you may lose the incentive if you do.
Get a loan estimate from the builder's lender and one from an outside lender, then compare the full picture: rate, points, fees, and the dollar value of the incentive. Sometimes the incentive wins. Sometimes the outside loan is cheaper even after giving it up.
CDD and HOA: the costs that stay
Many new Pasco communities are financed through Community Development Districts. The CDD repays bonds that built roads, water lines and amenities, and its assessment appears as a separate line on the county property tax bill each year. Some districts let you pay the debt portion off early. HOA dues are on top of that.
Ask the sales office for the current CDD assessment for your lot type, how long the bonds run, and the HOA budget. Then add both to your monthly estimate alongside mortgage, taxes and insurance. In a city where resale houses are priced near $300,000, a CDD can be a large share of the yearly carrying cost.
Homestead still applies: a permanent resident can exclude up to $51,411 of assessed value in 2026. The first-year tax bill on a new house is often based on the lot only, so the second year is the one to budget for.
Warranty, inspections, deposits and timing
Most builders offer a structure similar to 1-2-10: one year on workmanship, two years on systems, ten years on major structural parts. Read the actual document, since terms vary.
Hire your own inspector twice: once before drywall, when framing, wiring and plumbing are still visible, and once before closing. Many buyers skip the first one, and it is the more useful of the two.
Deposits on to-be-built homes are often larger than on resale contracts, and the contract will say how they are held. Timelines on a to-be-built home commonly run several months, and the contract gives the builder wide leeway on the completion date, so do not lock in a move-out date until you have a closing date.
Insurance is one place a new house usually wins. A new roof and current building code tend to bring lower wind premiums and easier approval than a 1990 house with an older roof. Still get a quote early, and check the FEMA zone for the lot, since some new subdivisions sit near wetlands.
Bring your own agent
The sales consultant in the model works for the builder. Register your own agent on the first visit, because many builders will not accept an agent who shows up later. Your agent can compare floor plans across communities, read the contract, and keep the resale market in view so you know what the same money buys in an existing home.
Questions buyers ask
Are there new construction homes in Zephyrhills?
Yes. Several master-planned communities with new single-family homes and townhomes are selling in and around Zephyrhills, mostly on the edges of the city and toward Wesley Chapel.
Do new homes in Zephyrhills have CDD fees?
Many do. The CDD assessment shows on the county tax bill. Ask the builder for the current annual amount for your lot type and how many years the bonds run.
Is new construction cheaper than resale in Zephyrhills?
Usually not on price alone. Resale houses average about $307,841 on Zillow's index. A new house may win on insurance, repairs and incentives, so compare total yearly cost.
Do I need my own agent to buy from a builder?
You do not need one, but the builder's sales staff represent the builder. Bring your agent on the first visit, since many builders require registration at that point.
