What the island is and what got built there
Harbour Island did not exist as a neighborhood until the 1980s. The land was built up in the early 1900s from sand dredged for the Port of Tampa shipping channel, and for decades it held docks, warehouses and phosphate elevators. Garrison Channel separates it from downtown Tampa.
The residential project was announced in 1981. What stands there now is a mix of single-family homes, townhomes, condominium buildings and high-rise apartments, with boat docks on the north end. The island is small, so you are choosing between a few dozen buildings and subdivisions, and each one has its own association, age and track record.
The practical upside is location. Downtown offices, the Channel District and the Riverwalk are a short walk or ride over the bridge. Few places in Tampa put you this close to the core while still feeling like a quiet residential enclave.
How $545,655 compares with the rest of Tampa
The Zillow figure for the island covers all home types together. Because condos and townhomes make up much of the housing here, the index reflects a blend, and a single-family house on the water can sell for several times that number while a smaller condo can sell well below it.
Against other Zillow neighborhoods in the city, Harbour Island sits close to North Hyde Park ($553,172), Grand Hampton ($563,299) and Hunters Green ($531,415). It is well under its nearest island neighbor, Davis Island, at $1,462,205, and under the South Tampa blue-chip areas like Palma Ceia ($979,737) and Bayshore Beautiful ($1,015,226). Tampa Heights, just north of downtown, runs $457,364.
So for roughly the price of a typical four-bedroom in Tampa ($561,556), the island buys you a downtown-adjacent address, usually in an attached home.

Five years of slower growth than the city
Over five years the island's index rose 14.4%, while Tampa as a whole rose 20.4%. Over the last year the island slipped 1.3% and the city was up 0.4%. Neighborhoods such as Egypt Lake (38.0%) and North Tampa (38.4%) grew far faster from lower starting points.
The data does not explain itself, but the pattern fits what has happened to condo-heavy, coastal parts of Florida since 2022. Tampa's citywide condo index is down 6.7% in a year. Buildings face new state rules on structural reserves and inspections, and insurance has become a larger line in every association budget. Buyers price that in.
For a buyer, slower appreciation means less froth to pay for. It also means you should look hard at the specific building, because the averages hide strong and weak associations side by side.
Checking a condo or townhome association on the island
Most purchases here involve an association, and that is where the real cost of ownership lives. Before you commit, I would get these in hand:
- The latest Structural Integrity Reserve Study (SIRS) and whether the budget fully funds it. For budgets adopted on or after Dec 31, 2024, owners can no longer vote to waive or cut those reserves.
- Milestone inspection status for any building three or more habitable stories, required by Dec 31 of the year it turns 30 and every 10 years after.
- Any special assessment approved, proposed or discussed in board minutes from the past 12 months.
- The master policy: wind and flood coverage, deductibles, and the last two renewal increases.
- Whether there is a master or community association on top of the building association, and what each one charges.
As a resale condo buyer you get 7 days, excluding weekends and legal holidays, to cancel after receiving the association documents. Use those days to read every page of them.
Flood, wind and insurance on built-up land
The island sits in the bay at the mouth of the Hillsborough River, on fill. Elevation varies by lot and building, and it matters more here than in inland Tampa. Look up the FEMA flood zone for the exact address and ask for an elevation certificate on houses and townhomes. If the property is in an A or V zone and you finance, the lender will require flood insurance, which is a separate policy from homeowners.
For condos, your own HO-6 policy covers the interior, but the building's master policy and its hurricane deductible drive your assessment risk. Hurricane deductibles in Florida are a percentage of dwelling coverage, often 2% to 10%, and apply once per calendar year. Get your own quote during the inspection period so the number is real before you close.
Who the island suits
It fits buyers who work downtown, want a lock-and-leave home, or want a boat slip close to the city. It suits people who prefer a small, defined community and are fine trading yard space for location.
It fits less well if you want a detached house with land at a citywide-typical price, or if you need predictable monthly costs and do not want exposure to association decisions. If the island is on your list, the useful next step is a shortlist of specific buildings with their reserve and insurance numbers side by side.
Quick answers
Is Harbour Island a good place to live?
For people who want to be next to downtown Tampa in a quiet residential setting, yes. The trade-offs are higher prices than the city average (about $545,655 typical value), association fees on most homes, and flood exposure on low, built-up land.
What types of homes are on Harbour Island?
A mix of condominiums, townhomes, a smaller number of single-family homes, and high-rise apartment buildings. Many sales involve condos or townhomes with an association.
Do Harbour Island homes need flood insurance?
It depends on the FEMA zone of the specific address. Lenders require flood insurance in high-risk A and V zones. Even outside them, many owners on the water buy it, so get a quote before you sign.
Have Harbour Island home prices gone down?
Zillow's index for the island fell 1.3% over the last year and is up 14.4% over five years, slower than Tampa's 20.4% five-year gain.
